    [미국] 텍사스시티, 법적 장애물 제거 위한 장치로 담수화 숙고 중


    미국 텍사스의 맥알렌(McAllen)과 에딘버그(Edinburg)시가 두 도시에 서비스를 제공하는 담수화 플랜트 시공을 숙고하고 있다고 밝혔다. 시의 물 공급은 현재 리오 그란데 강(Rio Grande)에 의존하고 있다.

    Texas cities ponder desalination as lawmakers seek to remove legal obstacles
     
    Texas cities McAllen and Edinburg are mulling the construction of a desalination plant to service both cities.
     
    The cities\' water supplies are currently dependent on the Rio Grande. Officials are concerned that the growing population in their region may over tax the river. They are anticipating that a plant that purifies groundwater may assist the cities in meeting their growing demand for water amid persistent drought.
     
    Officials from both cities think a regional approach could garner more help from the state: "You start using the word \'regional,\' and it opens doors to financing," said McAllen public utility board chairman, Charles Amos.
     
    Discussions between the cities date back to last year, according to Edinburg city manager Ramiro Garza. And after a two-year study the Rio Grande Regional Water Authority concluded, in 2013, that desalination was the best way to deal with a growing population\'s water needs. The authority also concluded that demand would outstrip current availability by more than 600 million m³ a year by 2060.
     
    Potential locations are near McAllen\'s north and south treatment plants. After purification, the water would be blended in with the main supply. Meanwhile Texas lawmakers are poised to clear regulatory obstacles to building Gulf of Mexico desalination plants.
     
    A Senate bill currently in committee would remove legal obstacles to enable Texas regulators to develop regional approaches for large-scale seawater desalination and eventually make way for construction of desalination facilities. Private organisations currently will not pay for the planning of desalination projects, or invest in large-scale seawater desalination projects without legal and regulatory clarification.

    미국 지질 조사국(USGS : U.S. Geological Survey)의 연구진이 플로리다와 조지아, 알라바마와 사우스 캐롤라이나의 부품의 상태에 기초해 플로리다 대수층 시스템의 프레임워크를 수정하고 업데이트했다.


    플로리다의 대수층 시스템은 농업 관개·산업·광업 담수의 주요 원천으로, 플로리다와 조지아 남동부에서 공공 공급된다. 지하수 저수지는 매우 넓으며, 주민 1천만 명에게 식수를 공급할 뿐만 아니라 농업용 관개에 사용되는 물의 50%를 공급한다.

    USGS issues revised framework for hydrogeology of FL aquifer
     
    Scientists at the U.S. Geological Survey (USGS) have updated the hydrogeologic framework for the Floridan aquifer system that underlies the state of Florida and parts of Georgia, Alabama and South Carolina.


    The Floridan aquifer system is the principal source of freshwater for agricultural irrigation, industrial, mining, commercial, and public supply in Florida and southeast Georgia. The extensive underground reservoir currently supplies drinking water to about 10 million people residing across the area as well as 50 percent of the water that is used for agricultural irrigation in the region.
     
    By describing the hydrologic and geologic setting of an aquifer, a hydrogeologic framework enables appropriate authorities and resource managers to monitor an aquifer more accurately, improving their ability to protect these critical resources and determine the near- and long-term availability of groundwater.
     
    As the first update of the framework for the aquifer in over 30 years, the revision incorporates new borehole data into a detailed conceptual model that describes the major and minor units and zones of the system. Its increased accuracy is made possible by data collected in the intervening years by the USGS; the Geological Surveys of Alabama, Florida, Georgia, and South Carolina; the South Florida, Southwest Florida, St Johns River, Suwannee River, and Northwest Florida Water Management Districts; and numerous other state and local agencies.
     
    The USGS is releasing two reports as part of its current assessment of groundwater availability of the Floridan aquifer system. The first report documents the revised framework, and the second provides datasets that describe the surfaces and thicknesses of selected hydrogeologic units of the Floridan aquifer system.
     
    The data depicts the top and base of the aquifer system, its major and minor hydrogeologic units and zones, geophysical marker horizons, and the altitude of the 10,000-milligram-per-liter total dissolved solids boundary that defines the approximate fresh and saline parts of the aquifer system.

    싱가포르 공공 유틸리티 위원회(PUB)와 파트너십을 맺고 있는 CH2M HILL가 인도 Rajasthan 주 정부에 물 관리 서비스를 제공한다고 밝혔다.


    인도 Jaipur 고대도시의 공공보건 및 환경부는 최근 몇년동안 지역 내 도시화 및 기후 변화를 확산으로 오염된 지하수 자원에 의존해 왔다. 이러한 문제를 해결하기 위해 CH2M HILL은 폐수 처리 프로그램과 NEWater 상수도 포트폴리오 다양화의 재사용을 통해 자이푸르의 물 부족 문제를 해결할 것을 강조했다.

    CH2M Hill teams with PUB in India

     

    Consultant, CH2M HILL, in partnership with the Singapore Public Utilities Board (PUB) and Singapore Cooperation Enterprise, is providing water management services to the Rajasthan state government in India.
     
    The Public Health and Environment Department for the ancient city of Jaipur has engaged CH2M Hill to address its growing challenges from water scarcity and diminishing security and quality as demand escalates.
     
    In recent years, Jaipur has become more reliant on groundwater resources as pollution, spreading urbanisation and climate change, have all reduced quality and availability of its traditional surface water resources.
     
    To address these challenges, Jaipur has turned to industry experts CH2M Hill and Singapore, which has tackled similar water scarcity issues through its reuse of treated wastewater programme, NEWater and water portfolio diversification.
     
    According to CH2M HILL vice president and lead for the programme, Vinod Singh: "Singapore has set a new benchmark in the successful implementation of projects for indirect potable (drinking) and direct non-potable (non-drinking) applications by close integration of advanced treatment technologies, public education and participation, water safety management, and public private partnership investments."

    십 년이나 가뭄이 이어지는 가운데 지역의 어려움을 즉시 해결하고자 멤브레인 여과 회사인 H2O Innovation이 캘리포니아 Cambria 지역서비스구역에 하루 3천200㎥의 용량의 컨테이너 이송식 수처리 시스템을 제공했다. 이 시스템은 염수, 담수 및 제2차 폐수의 혼합물을 처리해 지하수 유역에 투입시킨다.


    H2O는 엔지니어링 자문회사인 CDM Smith와 협업하고 있으며, Cambria 지역의 가뭄을 해결하기 위한 컨테이너 이송식 역삼투 수처리 시스템을 설계, 제조, 위임했다. 이 시스템은 두 개의 RO 트레인에 공급되는 한외여과 시스템에 따른 전여과 스트레이너로 구성된다. 세 번째 RO 트레인은 총 92%의 회복률을 얻기 위해 1·2번 RO 트레인의 집중현상을 처리한다. 시스템 작동자가 편안한 환경에서 머물 수 있도록 하기 위해 화학품 투약 시스템과 SCADA 룸은 독립적인 컨테이너에 배치된다.

    Containerized plant resolves district\'s drought difficulties 
     
    Membrane filtration company, H2O Innovation, has delivered a 3,200 m³/d containerized water treatment system to the Cambria Community Service District, California to "resolve promptly" the community\'s difficulties amid its tenth year of drought. The system treats a mix of brackish water, freshwater and secondary effluent to be injected into a groundwater basin. 
     
    H2O Innovation, in collaboration with engineering consultancy, CDM Smith, designed, manufactured and commissioned the containerized reverse osmosis (RO) water treatment system for Cambria.
     
    "Cambria is very satisfied with the system provided by H2O Innovation and the overall execution supervised by CDM Smith. We had a pressing need for a new water source and our problem was resolved promptly with this containerized water treatment system", said Cambria\'s general manager, Jerry Gruber.
     
    The system comprises a pre-filtration strainer followed by a ultrafiltration system that feeds two RO trains. A third RO train processes the concentrate of the first two RO trains to achieve an overall recovery of 92%. The chemical dosing systems and the SCADA room are mounted in independent containers to give the operator a comfortable environment said H2O Innovation.
     
    Once treated, the water is injected into a San Simeon Well Field groundwater basin to replenish the San Rosa Creek and San Simeon Creek aquifers that are freshwater sources for Cambria.

     

    The Cambria project has been nominated at the Global Water Summit for desalination project of the year. Winner will be announced at the Summit in Athens in April.

    Frost&Sullivan에 따르면 물 생산의 우선순위 지역인 지자체 부문에서 정부 차원의 폐수처리 증명은 걸프협력회의(Gulf Cooperation Council, GCC) 국가에서 멤브레인 요소를 위한 주요한 수익 창출원이 될 것으로 보인다. 또한, 이 지역에서의 물 수요는 20년 사이 2배가 될 것으로 분석가들은 예측했다.


    폐수의 강조는 해양생태계에 손상을 입히거나 지하수 수질을 악화시킬 수 있다는 우려에서 제기됐다.

    Wastewater drive to boost membrane use in GCC region says analyst
     
    Government identification of wastewater treatment in the municipal sector as a priority area in water production will be a key revenue generation source for membrane elements in the Gulf Cooperation Council (GCC) countries according to market analyst Frost & Sullivan. And the demand for water in the region was set to double within twenty years the analyst forecast.
     
    The emphasis on wastewater is, according to Frost & Sullivan, driven by concerns over deteriorating ground water quality and damage to the marine ecosystem. And falling costs will also push membrane-based desalination it said in a study Analysis of the Gulf Cooperation Council membrane elements market.

    The analyst said preparations for the 2020 football World Cup in Qatar will spawn several infrastructure projects with supporting water projects, fuelling still greater adoption of membrane elements.
     
    Frost & Sullivan found that the market earned revenues of US$ 491 million in 2014 and estimated this to reach $869 million in 2018. It said opportunities for membrane bio-reactors will be substantial, in the potential for recycling and reuse of grey water (domestic sewage) and industrial effluents.
     
    Frost & Sullivan said the demand for water in the GCC was "expected to double in the next two decades" and were taking measures that included "consistent investments in membrane-based desalination, focus on energy efficiency in desalination, reducing technical and commercial losses in water systems, wastewater reuse, and a possible relook into the water tariff structure."
     
    According to the analyst, the subsidized water tariff in the GCC countries hindered the adoption of membrane technologies. High non-revenue water and low levels of recycle and reuse limited the use of membrane systems. It advised vendors to widen their product range to include specialized products to improve their market share."Offering one-stop solutions catering to various requirements will ensure consumer loyalty," said Frost & Sullivan. "Further, establishing a smooth working relationship with water original equipment manufacturers will be crucial to quicken development in the GCC membrane elements market," it added.
