Major CA groundwater storage project for drought, emergencies underway

A major groundwater supply project carried out by the San Francisco Public Utilities Commission (SFPUC) that will provide a water "savings account" to protect against future drought and earthquakes in the Bay Area has now completed environmental review and is moving forward to construction later this year.

Once completed in 2018, this project will provide 7.2 million gallons of water per day (MGD) through 16 new recovery wells, stations, pumps, and pipelines constructed in the Peninsula to benefit the 2.6 million people in the region who rely on the Hetch Hetchy Regional Water System.

The $113-million Regional Groundwater Storage and Recovery project balances the use of both groundwater and surface water in the Peninsula to increase available water supplies during dry years. During years of normal or heavy rainfall, the project will provide additional surface water to partner agencies in San Mateo County to reduce the amount of groundwater pumped from the South Westside Groundwater Basin.

Over time, the reduced pumping will create a groundwater savings account of up to 60,500 acre-feet of water, or 20 billion gallons -- a volume equivalent to that of the SFPUC\'s Crystal Springs Reservoir.

The project is a partnership between the SFPUC and three San Mateo County agencies: the California Water Services Company (serving South San Francisco and Colma), the City of Daly City and the City of San Bruno. These agencies provide drinking water from two sources -- local groundwater from the South Westside Groundwater Basin and surface water supplies from the SFPUC.

Within the City of San Francisco, the SFPUC is starting construction on the San Francisco Groundwater Supply Project to diversify the City\'s local water supply portfolio. This project will provide up to four million gallons of local, sustainable groundwater every day.

FAA approves polypropylene pipe for airport water collection, disposal

The Federal Aviation Administration (FAA) recently announced that it has officially approved polypropylene (PP) pipe for subsurface water collection and disposal at civilian airports.

The decision to recognize PP pipe as an equal alternative to other materials enables design engineers and contractors to leverage the benefits of the lightweight, cost-effective and durable solution for water collection and removal under airfield pavements.

This updated standard follows the recent approval of high-density polyethylene (HDPE) pipe for under pavement use in all airport areas including deicing pads, runways and taxiways.

Advanced Drainage Systems, Inc. (ADS) (NYSE: WMS), a global manufacturer of water management products and solutions for commercial, residential, infrastructure and agricultural applications, has announced its support of FAA\'s recent decision.

"This update to the FAA policy is in line with a growing number of Departments of Transportation across the country who have approved [PP] and HDPE pipe for critical infrastructure needs," said Greg Bohn, director of National Engineering and Product Development for ADS.

"These are easy to install, lightweight and cost-effective solutions with a high degree of stiffness and strength," he said, "which enable developers to maximize a project\'s budget and provide substantial alternatives that meet AASHTO and ASTM standards."

ADS\'s solutions are used extensively for water management at airports everywhere, including the busiest airport in the world, Atlanta\'s Hartsfield-Jackson International Airport. The company manufacturers both PP and HDPE pipe in diameters up to 60 inches.

Louisiana added to EPA assessment of nation\'s coastal waters

The Louisiana Department of Wildlife and Fisheries (LDWF) has recently received $485,000 from the Environmental Protection Agency (EPA) to test water quality along the state\'s Gulf Coast. The sampling results will contribute to EPA\'s National Coastal Conditions Assessment (NCCA).

The NCCA is a survey of the nation\'s coastal waters, which EPA and state partners conduct to provide regional and national estimates of water quality along U.S. coasts and the Great Lakes. As part of the survey, LDWF will sample water and sediment from 97 sites along Louisiana\'s coastline and estuaries.

This sampling will be part of the 2015 NCCA. EPA and its state partners have completed several such surveys since 2001, using statistical sampling to gauge the condition of water quality, sediment quality, fish tissue contaminants, and the ecosystems of coastal and estuary beds. Scientists, researchers and federal, state and local environmental officials use the survey results to compare these conditions across the country and over time.

The NCCA supports the goals of the Clean Water Act (CWA) to protect rivers, lakes, bays, wetlands, and coastal waters. Streams and wetlands benefit communities by trapping floodwaters, recharging groundwater supplies, removing pollution, and providing habitats for fish and wildlife.

Families and farms located downstream understand the importance of healthy headwaters upstream. One in three Americans receive their drinking water from public systems that rely on seasonal and rain-dependent streams. EPA is taking public comment on a rule to help protect these waters.

Spanish opposition calls for end to paralysis of giant desalination project

Opposition politicians in Alicante, Spain have called on the country\'s central government to implement the completion of two, long-delayed reverse osmosis desalination plants to avoid urgent problems in the province amid a current drought.

Provincial deputy secretary of the Spanish Socialist Workers\' Party (Partido Socialista Obrero Espanol - PSOE) Herick Campos, said this week that the "paralysis" of the construction of the 240,000 m³/d Torrevieja facility and a 50,000 m³/d plant at Mutxamel was unacceptable. He said the "delay in commissioning of the desalination plants" by the government had left the province facing a particularly difficult time with local agriculture badly hit unless urgent action was taken.

The 300 million (US$ 438 million) plant at Torrevieja on Spain\'s arid south-east coast is Europe\'s largest desalination facility. Its output is expected to be split equally between supplying irrigation in Murcia and drinking water to municipalities in Murcia and Alicante. Spanish desalination company Acciona won the construction contract and a 15- year operation and maintenance contracts totalling 297 million (US$ 435 million).

According to Campos the immediate implementation of the plants would avoid depleting already limited underground reserves or rationing water for other industries, and restrictions on consumption.

Earlier this year, the Constitutional Court annulled an agreement set out in March 2007 that ordered a halt on construction to finish the desalination plant in Torrevieja. The plant was set to be a flagship project, becoming the largest such facility in the whole of Europe, and the second largest in the world, but was fraught with political debate, claims of over budgeting and waste and environmental concerns.
